Bowe says the moment officers asked her to remove her hijab violated not only her dignity, but also her religious rights. For her, the head covering is not just a cultural symbol—it is an act of worship. “I’m Muslim, so it’s very important that I wear hijab. According to Ferndale Police, Bowe was pulled over after officers noticed that the vehicle she was driving had a fraudulent license plate. Because of the unlawful weapon and the fraudulent plate, Bowe was arrested and taken in for standard booking procedures.

Bowe claims that forcing her to remove her hijab for a booking photo—especially with male officers present—was an unnecessary violation of her religious rights. She is now demanding $250,000 in compensation for the emotional and spiritual harm she says she suffered. Her legal team argues that the police failed to accommodate her religious practice, even though many departments across the country have updated policies allowing head coverings during booking photos unless they pose an identification risk.

Police, however, maintain that they followed routine protocol. Booking photos, they argue, are meant to clearly capture the face, hairline, and head structure for identification purposes. In many jurisdictions, this requires the temporary removal of any head covering, religious or not.
